Split VHosts to be stored separately (#729)

Due to ever growing configuration size of VHosts it may happen, that on the installations with many VHosts configured, storing new configuration would result in errors while reading/writing data from/to repository (for example: https://projects.tigase.org/boards/9/topics/6356).

It would be better to store each VHost entry as a separate item
