Plugins list is loaded, but making changes and clicking submit renders no changes.

Changes made by client or WebUI are seen by page.

Changed script and fixes in HTTP API to properly apply changes to running Tigase XMPP Server.

Plugin changes now take place, seen by other programs/UI. Closing issue.
