Extract schema for offline_messages, cluster and msg_broadcast (#1180)

Currently all those are in -server- which is not the best option.

They could also use "fixed" schema version (instead of tracking package/distribution) version (especially cluster).

One important thing to consider is current baseline version before extraction: currently those schema are in tigase-server 8.x and we should consider what would be new version for those extracted schema.
