Add development documentation regarding extending VHostItem (#1166)

In 8.1.0 tigase.vhosts.VHostItemExtensionIfc was introduced to allow easily extending per-domain configuration and it's a great feature. However, it looks like we lack documentation. Please add:

javadoc describing what it is and how to use it
section in Development guide with brief step-by-step how-to (which could/should then be published as blog post, so please keep in mind this angle when writing it)

I've added javadoc for this feature and we already have a section in the Development guide in Virtual_Domains_Management_API.asciidoc file in Old_Stuff and this description was updated to match new API.

I'm not sure what else could be written to make it a good blog post. We do have everything implemented and I do not see what could be used as an example of extension to be covered in a blog post.
