Bump dependencies versions (#10)

After migrating to JDK17 and having 8.3.0 as "version upgrade" we should bring all relevant dependencies up to date as well:

proguard (7.2 was released)
databases
- postgresql to driver 43.x to support newer postgresql versions
- mysql jdbc driver and deprecate support for mysql 5.7 (aws aurora finally supports 8.0!), possibly with using native UUID instead of our custom one
jetty?

All dependencies upgraded, fixed issue with DBSchemaLoader, corrected inclusion of components. I'd say that baseline for 8.3.0 packaging is ready.
