Notifications are not sent for +notify from nodes with whitelist access mode (#99)

	Andrzej Wójcik (Tigase) opened 5 years ago In PEP nodes with `whitelist` access model are not sending notifications to the node owner even if the owner sent presence with CAPS containing proper feature (`nodename+notify`).
