Notifications are not sent for +notify from nodes with whitelist access mode (#99)

In PEP nodes with whitelist access model are not sending notifications to the node owner even if the owner sent presence with CAPS containing proper feature (nodename+notify).

The issue was solved by adding node owner to subscribers of the node dynamically based on CAPS set by the node owner
