PubSub working as PEP is not delivering notifications (#57)

PubSub while it works as a PEP it should deliver notifications for nodes marked by client in it's service discovery with +notify suffix.

Right now it is not delivering it when client is connected over s2s connection.

I fixed this issue and checked that fix works, but would like to keep it open as I work on #4613 which heavily depends on this feature
