Creation time and timezones (#26)

Because pubsub insert current datetime using timezone of the database server and upon retrial this timestamp is being considered to be in UTC, if the server is in different timezone than database this cause results to be filtered by wrong time/offset

I changed stored procedures to save timestamp in UTC. This way every new entry will have proper timestamp.
