Add support for `XEP-0421: Occupant identifiers for semi-anonymous MUCs` (#165)

I just noticed that XMPP compliance tester added new check for XEP-0421: Occupant identifiers for semi-anonymous MUCs which made our compliace drop from 100% to 95%: https://compliance.conversations.im/server/tigase.im/

(IMHO it's not that essential in the grand scheme of things but it would be nice to have it…

Unfortunately some people look at numbers only and for this reason it is worth having 100% showing up.

Please create a ticket and you can plan implementation.

Feature is implemented in Tigase MUC and support is added for Tigase ACS MUC as well.
