Add ad-hoc commands to manage MIX channel (#36)

We need ad-hocs for managing MIX channels (create/destroy) and for managing MIX channel memberships (force-join users and force-leave users).

This feature was implemented in commit 364a9df8 and was used by Admin UI feature implemented in task tygrys/tygrys-admin#266

Actually, I needed to do the QA, based on results of tygrys/tygrys-admin#266 as Admin UI feature uses this ad-hoc commands and actually is a test for them.
