Add support for message retraction by admins/owners (#34)

XEP-0407: Mediated Information eXchange (MIX): Miscellaneous Capabilities contains support for message retraction. Due to recent events, it would be good to implement this feature and add compatibility with XEP-0425, when recipients are connected using MUC.

Those PRs are just for review. We will merge them when we will clarify status of XEP-0425 merges.
