Incomplete data forms are not accepted (#31)

According to XEP-0004, it should be allowed to submit incomplete data forms by skipping fields not marked as <required/>. Currently, PubSub & MUX allow that, but MIX configuration forms are rejecting incomplete submissions - this should be fixed/allowed.
