Don't store PEP error messages (#77)

In general PEP messages should be of type headline, which would prevent them from being stored in MAM, but if there is an error response then such message would be stored in MAM (and it shouldn't) (ref: #servers-384)

I've implemented check to make sure that those stanzas will not be stored (errors in result on sent PubSub notifications).
