Enable HTTP File Upload by default (#95)

HTTP File Upload is currently disabled by default as it required manual creation of directories to store files. It would be far better to have it enable, but check if directories exist and if they are missing then automatically create them.

I've added automatic creation of the directories and enabled component by default.
