Add support for XEP-0363: HTTP File Upload (#28)

I think it maybe good to add support for XEP-0363: HTTP File Upload to HTTP API component as currently in mobile environment sending files between two devices requires that both devices are online at the same time - which may often be difficult in case of mobile devices.

Usage of HTTP File Upload would allow file sharing event if one of devices would be offline.

Also this protocol would allow easy file sharing between web based XMPP clients.

Yes, indeed, I remember we have already talked about this quite a lot. This would be also extremely useful for sharing files between groups of people, like in MUC or even sending a file (photo for example) to multiple friends from the roster.

Basic implementation of XEP-0363 is ready and it is part of Tigase HTTP API project. It is implemented as separate component for easier usage.

Configuration details are part of documentation for Tigase HTTP API project created in task #4468
