Switch web-admin/setup to html-form auth instead of http basic-auth (#143)

It would be good to use html-form based auth for web-admin and setup (and other places) from http basic auth

@wojtek I've implemented form based authentication for setup and verified that it works. As for "web-admin", I wonder if there is a point to add form based auth to it as in the end it was to be replaced by dashboard if I'm correct.

Changes are in issue-143 branch for a review.

You are probably right and the effort would be bigger than it's worth.
