[Setup] Add support for env-variables exposed in docker start.sh script (#142)

It would be handy as a bootstrap measure to add support for ENV variables defined in start.sh docker script to be used in WebSetup (only in setup!) to populate certain fields, most important being:

DB_TYPE
DB_HOST
DB_PORT
DB_ROOT_USER
DB_ROOT_PASS
