ConfigReader fails on parsing negative values (#937)

	Andrzej Wójcik (Tigase) opened 6 years ago Currently `ConfigReader` throws an exception when it finds a negative value in the config file, such as `-10`, `-10.9d`, `-10l`.
	Andrzej Wójcik (Tigase) commented 6 years ago I've found the error in the parser used by `ConfigReader` which caused this issue. I've fixed it and now negative values are properly parsed.
