Split Documentation into User Guide & Development Guide as per Artur, also clean up artifacts from v7.1.0 build.

Wojitek, please ensure nightly build process builds & publishes both documentation modules.

Looks like that maven is not finishing correctly (#4956) - please run complete build (mvn -Pdocs,dist -f modules/master/pom.xml) and make sure it works.

Jenkins will copy everything under docs/ to appropriate path and will generate page with links to all available guides)

Fixed errors in building, and page displays both guides now properly. Closing issue.
