It seems that direct presence doesn't work for non-roster elements. Will need to investigate further.

Is only applicable with to=barejid, works with to=fulljid.

%andrzej.wojcik - anything comes to mind that could be possibly related?

Fix is applied to PresenceState plugin (older, deprecated Presence plugin was left as-is).
