Backport of fixes to message with AMP inifinte loop (#652)

Messages with AMP payload in cluster mode were able to create infinite loop - fixed in #3931 for version 7.1.

Same issue exists in version 7.0.2 and this feature was used in previous versions (5.2.3) where it worked, so as we are going to release 7.0.3, I think it should contain this fix and fix from #3970 to make this feature usable.

This task is created in relation to task #3968.

Backported fixes for AMP done in release branch to stable branch to be included in release of 7.0.3

I backported needed fixes for AMP and checked that it works fine.

%kobit I think we are almost ready - #3959 remains still open.
