sess-man commands not functional in Admin UI (#575)

Running commands under the Users section yields no action, same result with Derby or MySQL DB.

Error starts with b4016

Clicking on submit, page does not display changes, no changes made in server.

Correction, Commands under User menu do not work.

update Cross-domain privileges no confirmation when changes made

Get User Roster yields no result
