Activate Log Tracker for a User (Web UI) (#547)

Log Tracker creates appropriate files (log.0 and log.0.ick) but they are all blank regardless of targeted user activity.

Per-user log simply stores log entries relevant to the configured JID in a separate file with the current debug settings. Therefore, if the additional debug is not enabled there are not log entries for the user in the logs/tigase.log.X files hence also per-user log remains empty. There is #3390 which could potentially address this.

Works same as Admin UI, log creates and logs successfully.
