Use UTC for handling cluster_nodes table (#542)

Because right now we check validity of cluster items in cluster_nodes table we should enforce using UTC timestamps both in the table as well as in the server to make it independent to any timezones settings of the machines.

Wojciech, this should not take long. We need this for 7.1.0.
