Subscription presence should be always routed to all user's connections if he has more than one resource connected. If it does not do that then this is a bug in the Tigase. Could you please give us information which exact version has this problem? I have tested Tigase for this particular function many times and I am pretty sure it worked but maybe some particular version is buggy here.

Glen, I have just tested it on the older 5.1.0 code and I cannot replicate the problem. Could you please confirm the problem happens also when multiple user's connection are made over standard XMPP connections?
This is either your Tigase version specific problem or Bosh connections problem.
Assuming your clients open multiple connections using Bosh protocol. Are you certain, each connection is opened for a different resource?
