I found root cause of default privacy list not being properly used to be related to optimizations of loading privacy list from database. I fixed this by minor change to loading privacy list algorithm. |

Default privacy list even if set correctly is not used for filtering of packets until it is not manually set by XMPP client as active every time, which leads to issues with proper filtering of ie. initial outgoing presence.
