STARTTLS required on SSL socket? (#447)

If I configure a port with socket type "ssl", Tigase asks for starttls anyway:

<starttls xmlns="urn:ietf:params:xml:ns:xmpp-tls"><required/></starttls>

And of course it won't work (that is, tried with Pidgin, connection is interrupted after ).

Thank you for reporting. This bug must have been introduced in some recent code.

Fixed the issue, pushed it to master and stable branches.
