Tigase delivers messages (and maybe presences) to authenticated but unavailable resources (#38)

Looks like the Tigase server delivers messages and possibly presences to unavailable but authenticated resources. Most likely it delivers messages to resources with negative priority. Also, if there is a packet addressed to a specific resource Tigase may route it to a different resource if the one specified is not connected.

In #2561 I changed handling of messages and negative priority of resources to match handling described in RFC
