Improve adhoc commands (#352)

In feature #2099 we need to have commands grouped and presented only this one which are available to particular user. We may need to add additional metadata to commands. List of commands available for user in #2099 might be retrieved using other adhoc command for which any user would have access. But can be also done in other way.

There are 2 separate elements in the task:

Commands grouping for which we probably need some additional metadata

Something like ACS so a user or a group of users can be granted permission to see and execute a command - this is already available, but we definitely need documentation for this
