I've reviewed the code and I've tested the issue with latest version both on single node and in cluster (both strategies) on ~200 user accounts with average roster size of 100 and wasn't able to reproduce the issue - each time after re-login all contacts had correct presence.

It's possible it was resolved by #1969.
