TLS required full implementation (#183)

Right now the Tigase only sends TLS required in the stream features, however it does not enforce stream encryption. A full implementation which would forbid user authentication if TLS required is set is desired.

Make sure it works correctly with Bosh, Websockets and other connections which does not support TLS.... but they should support SSL instead.
