We introduced configuration migrator when moving from init.properties to config.tdsl file a long while ago. Since then the configuration format stayed relatively stable.

We should change current functionality to:

• logging the error and shuting down the server if there is a problem with the configuration file instead of rewriting it
• creating config.tdsl-new with proper configuration ("updated", formatted)

Optionally we could leave current mechanism (with overriding config, but with less priority)
