Enabling full packet debug disables compilation of admin scripts at startup (#1547)

Setting in the config file:

logging () {
    'packet-debug-full' = true
}

disables compilation of admin scripts at startup hiding possible issues with those scripts.

Removed condition to make sure that enabling full packet debug will not disable compilation of scripts on startup.
