It should be possible to create ad-hoc commands on the user bare JID that can be discovered using disco items request to the commands node on user bare JID. Currently, it is not possible while according to XEPs and RFC, it should be possible. Moreover, XEP-0414: Message Archive Management Preferences uses ad-hoc on bare user JID (section 2.2 Advanced configuration) to allow advanced configuration options to be set.
