Allow disabling sending push notifications after offline messages retrieval (#1528)

Tigase XMPP Server sends notification with message-count set to 0 after offline messages are retrieved to notify other clients about offline messages retrieval. This behavior is not defined in XEP-0357: Push Notifications and in some cases those notifications are not needed.

Due to that we should add an option to disable those notifications.
