I've implemented support for opt-in PubSub Server Information.

To enable opt-in, you need to enable urn:xmpp:serverinfo:0 processor.

@kobit I've implemented basic support for this (just opt-in) so it can be enabled and our domains would be listed ie. by the UI at https://xmppnetwork.goodbytes.im/

This feature is now deployed and enabled at tigase.im/sure.im installation.
