NPE in VHostItemImpl if domainFilter is not set (#1357)

VHostItemImpl throws NPE in addCommandFields() if domainFilter field (Domain filter policy) is null.

According to the code, it should leave this field empty as null means "use default value for the installation".

I've made a fix to deal with NPE.
