Do not advertise unavailable stream features (#1334)

As reported by @bmalkow , Tigase XMPP Server offers just after first opening of the stream:

authentication
registration
StartTLS
compression
roster versioning
roster pre authentication
stream management

while roster versioning, roster preauthentication and stream management are not available until stream is authentication, so they should not be advertised.
