Include wait-for-it.sh script in base distribution (#1243)

	wojciech.kapcia@tigase.net opened 4 years ago MIT licences script: https://github.com/vishnubob/wait-for-it (with attribution) add variable with default ports in tigase.conf (mostly as an example of what to set in the environment) adjust docker images (nightlies) to use it (if the database/wait port is set)
	wojciech.kapcia@tigase.net commented 4 years ago @kobit We have licence-header check and to appease it I had to add our regular header as well (https://github.com/tigase/tigase-server/commit/6e2e547787dcb46240d20f3c1173997dc8df2937) - is that OK?
