Add option to CertificateRepository to load certificates from the filesystem (#1233)

	wojciech.kapcia@tigase.net opened 4 years ago It would be convenient to have an option which would load certificates from filesystem to the database repository: enabled by default (if repository is enabled) would rename file to `<original_name>.bak` once loaded
	wojciech.kapcia@tigase.net commented 4 years ago Functionality was implemented. If repository is enabled then certificates will be migrated and backed-up automatically (with the option to disable the migration).
