Use all JDBC URI parameters from config.tdsl when performing database upgrade. (#1219)

Currently only certain parameters from the JDBC URL are used during upgrade-schema. The goal of this task is to make sure that all parameters are being used.

I've fixed the issue in the stable branch with the usage of incorrect separate for MySQL URI and added a test case for that to both branches.
