Load configuration from the database (#1118)

Currently we rely on etc/config.tdsl file. It would be better to store configuration in the database and supply tigase only with database URI.

I'm not sure about future usage of etc/config.tdsl - should we retain it completely and use it as a "bootstrap"? @kobit ?
