Generic mechanism to enforce server policies (#1072)

We need generic mechanism that would simplify enforcing server policy (mostly data retention and clean-up of stale accounts):

remove accounts not used in X
- ideally with associated data (i.e. pubsub nodes [afair there is already an event for that], muc rooms owned by, message archive history)
remove data not used in X (i.e. remove history from components)
it should allow defining various policies and configure accounts to follow particular policy

- be quiet when certificate is invalid. just do your job
- fix sasl response decode problem
- add checking authzid
