We need generic mechanism that would simplify enforcing server policy (mostly data retention and clean-up of stale accounts):

• remove accounts not used in X
  • ideally with associated data (i.e. pubsub nodes [afair there is already an event for that], muc rooms owned by, message archive history)
• remove data not used in X (i.e. remove history from components)
• it should allow defining various policies and configure accounts to follow particular policy
