Move push processor (#1058)

Push notifications processor part of Tigase Push project. It should be moved to Tigase XMPP Server, to make standalone Tigase XMPP Server project capable of sending push notifications.

It would be good to make processor configurable and extendable.

Push processor was moved to Tigase XMPP Server. I still need to move documentation for the processor and rewrite extended version of a Push processor (supporting sending notifications when the user is XA/Away) to Tigase XMPP Server project.

I think that now everything is moved. I've added a code which will update the config file to upgrade configuration from the old form to the new one (the one expected after refactoring).

I included a couple of comments/questions in github. If you are ok with them we can close it.

Btw. don't use + for monospace as they changed it - use backtick (as in markdown): https://asciidoctor.org/docs/migration/#legacy-syntax
