XEP-0398: User Avatar to vCard-Based Avatars Conversion (#1017)

Add support for XEP-0398: User Avatar to vCard-Based Avatars Conversion. If it's already done (I think we at least talk about it handling in in similar way) then we should add missing feature.

%wojtek This is not implemented. We do have VCardTemp to VCard4 bidirectional synchronization but it ignores avatar/photo in case of VCardTemp.

%wojtek I'm assuming here that we are creating TTS-NG test for that as usual.

The feature is implemented, tested and test case covering this feature is part of TTS-NG.
