Add support for XEP-0085: Chat State Notifications (#42)

We should add support for XEP-0085: Chat State Notification to make TigaseSwift library support the same features as Jaxmpp supports. Moreover, XEP-0085 is commonly used by clients so adding support for this feature is a good idea.
