Add support for XEP-0115: Entity Capabilities as it is required by many XEPs (jingle, file transfer, but also other).

+1, I think we need this rather sooner than later, so please plan due date which makes sense.

I implemented support for CAPS and added database based cache for CAPS in Tigase iOS Messenger. As I checked all works as expected.
