New chat cannot be joined by other users (#65)

After making a new MUC with the web interface, disco finds the room, but users are not able to join with the following error:

Unable to join groupchat

Reason: Item not found.

The addressed JID or item requested cannot be found.

Room does not show in join chats list either.

After joining the newly created rooms they are in "locked" state until room configuration is send. I've added such implementation (and a couple of corrections so messages to configure room will be shown as well) which fixes the issue.

I've moved the issue to Tigase.IM Web Client which is appropriate place for this task.

Chat rooms made with web UI are now unlocked when they are made and joined by an administrator. Closing issue.
