Push notifications extensions are not properly enabled (are disabled) during reconnection of the XMPP client to the account.

I've identified the issue as a race condition with accessing account features discovered by the client in reaction on account features change. Fix is partially done in the Martin library (changed processing of features) and in Siskin to change processing order to ensure that field already was updated when it is being accessed.
