Analysis of the issue with push notifications and Metronome (#245)

	Andrzej Wójcik (Tigase) commented 4 years ago It looks like it is caused by Metronome not sending `<x/>` element and due to the our push component is sending low priority notifications which may lead to APNS dropping those notifications.
